Competition open to citizens or residents in any of the following countries: Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba, Ecuador, Spain, El Salvador, Guatemala, Jamaica, Mexico, Nicaragua, Panama, Paraguay, Peru, Dominican Republic, Uruguay and Venezuela.

Films must be produced after January 1, 2003. The shorts films can not be longer than 30 minutes. The works that exceed the 30 minutes and do not exceed 45 minutes in length, will be taken into a special category.

Films can be in any language as long as spanish subtiles are provided. Each participant may submit a maximum of three works.
