The DH Festival invites social and non-governmental organizations, universities, film schools and other entities involved in the promotion of human development, to participate. The DH Festival Official Selection consists of three categories: Best Short Documentary of Human Rights, Best Short Fiction of Human Rights, Best Feature Film on Human Rights

The films must have been produced after January 2011. Open to national and international fiction, animation and documentary short films always including the human development theme. No films or videos may participate sponsored by commercial companies whose content serves to advertise the company. The films may also be eligible to participate in the DH Festival non-competitive section.
